“It is important that citizens understand that the process of regulating the quality of the universities is imminently technical, not political. The regulator has to ensure, beyond the interests of the people involved in the evaluation processes, that the university indicators must aligns with the expectations outlined in the licensing models. It has been shown that this technical characteristic of the regulatory processes cannot be fulfilled if the regulators do not have the necessary impartiality.”
