This chapter describes the opportunities to learn of a sample of students in Puno, Peru. The opportunities to learn were measured through an analysis of the notebooks of a sample of students in each classroom. The results suggest very little use of pedagogical time, and that teachers concentrate on arithmetic with very little emphasis on problem solving.
