The Peruvian Ministry of Transportation and Communications (MTC) has been developing a rural road rehabilitation and maintenance program through the Special Rural Transportation Infrastructure Project (PROVIAS Rural). PROVIAS Rural is considered an exemplary case at the international level. The objectives of this study are: (i) to propose guidelines for designing rural infrastructure interventions in the region, after testing them as hypotheses in the case of PROVIAS Rural; (ii) to learn generalizable lessons about microenterprises in the provision of rural infrastructure services; and (iii) to provide specific recommendations to the Peruvian program to improve its sustainability.
