ProJoven (Programa Nacional de Empleo Juvenil) is an archetypal demand-driven, private sector-engaged training programme of the 1990s that succeeded in reaching its target beneficiaries. Conceived as a social programme of the Ministry of Labour, ProJoven trained, in the short term, young people from households below the poverty line. Empirical evidence shows that the programme had positive impacts on several key indicators including employment and wage rates, particularly on young women. This brief provides an analysis of the design, functioning mechanisms and impacts of the ProJoven programme to extract key success factors that will be useful for other regions.
