José is a PhD candidate in International and Comparative Education at Teachers College, Columbia University (New York, United States). His research explores the design and implementation of school principal evaluation policies under the “Ley de Reforma Magisterial” in Peru. His interest focuses on analyzing, through qualitative methods and policy analysis, how this reform has been interpreted and experienced by school principals.

He has over ten years of experience as an education policymaker and researcher at the Ministry of Education of Peru, where he has contributed to national-level reforms in school leadership and teacher policies. José holds an MPhil in Public Policy from the University of Cambridge, an EdM in International Education Policy from Harvard University, and a Bachelor’s degree in Anthropology from the Pontificia Universidad Católica del Perú.
