Chancay: The mega-port is a critical test for the Peruvian government’s institutional capacity

GRADE’s researchers, investment and infrastructure specialists, and a Peruvian congressman discussed the findings and recommendations of a recent GRADE study on governance, investment, and development surrounding the Chancay Megaport, with support from the Center for International Private Enterprise (CIPE).

The study analyzed the port as a strategic and historic test case for the country, but one that risks becoming a source of corrosive capital. Unlike constructive capital, corrosive investments lack transparency, accountability, and market orientation.

“The impact of Chancay depends less on the origin of the capital and more on the state’s institutional strength to govern it.” According to Manuel Glave, GRADE’s Senior Researcher and leader of the research team, the main problem is not the absence of regulations, but rather the state’s capacity to enforce and coordinate them.

According to Patricia Benavente, former president of OSITRAN, it remains to be seen how Peru will approach its port development policy from a public policy perspective. That is, she noted, “whether it will be able to apply its economic regulation policy in a comprehensive, neutral, and transparent manner to all entities providing port services, regardless of port ownership.”

For his part, José Luis Bonifaz, an economist at the Universidad del Pacífico, highlighted the gaps identified by the study in the country’s governance, transparency, and productive coordination, which could increase the risks of dynamics associated with corrosive capital. He added: “There is a lack of a roadmap, a plan of action for the next government […] A second part of the document is needed to identify the measures that must be taken.”

“We must have a vision of integrated development: not through the exercise of political authority, but in collaboration with all political and economic actors, respecting a social market economy.” Roberto Sánchez, Congressman, focused on the social component of a large-scale opportunity like Chancay, as well as on the political will to ensure a process of stability and policy traceability.
