The general objective of this study is to improve the system of financial bonuses linked to rural teaching posts and other special conditions. The latter can be geographical (high altitude, border, rural or jungle areas), related to the type of population (bilingual or multicultural area) or areas requiring teachers with special skills (speaking the language of the area).
The study comprises five chapters. The first defines a conceptual framework based on economic theory regarding incentives and information, and presents some international experiences. The second chapter includes a legal and economic diagnosis of the teaching career and remuneration system. The third chapter describes the methodology of the study. The fourth chapter presents the analysis of the results of the surveys and focus groups. On the basis of this information, the typology of special condition areas is determined and a system of monetary and non-monetary bonuses is proposed. In addition, a simulation exercise is presented to determine the number of teachers benefiting and the cost of the proposed bonuses. Finally, the last chapter contains a summary of the results and details of the proposal.
