This paper evaluates the impact of a training programme delivered randomly to beneficiaries of the temporary employment programme Trabaja Perú (TP). This experiment offers the opportunity to examine the impact of the intervention targeting vulnerable women in a particular context of high unemployment such as that generated by COVID-19.
The study uses a mainly quantitative methodology and an experimental design. It is based on quantitative data collected through an entry survey and a follow-up survey conducted six months later; it is complemented by qualitative data obtained from interviews.
The results show that, despite the difficulties in finding employment as a result of the pandemic, the trainings had significant positive effects on both the labour market insertion and earnings of the women participating in TP. Women who were offered the trainings earn 55% more and are almost 10% more likely to be gainfully employed than those who were not offered the trainings. On the other hand, the training does not seem to have had an impact on women’s empowerment in terms of their decision-making capacity in the household.
