This study analyses the opportunities and risks of the unfinished transfer of the Wawa Wasi service —which serves children aged six months to four years— to Local Provincial Governments.
The research, carried out from June to December 2008, included a review of the regulations issued for this process, as well as interviews with stakeholders in the regions of Ancash, Ayacucho, Junín, Lima and Piura.
The results suggest that the planned transfer was characterised by little progress compared to what was planned due to: a) a lack of adequate planning, which led to the constant modification of the normative framework, and b) the decision to merge several social programmes, including Wawa Wasi, which made the process more complex. It was also found that interviewees pointed out as the main advantage of the transfer the possibility of more direct contact between the authorities, the programme and its beneficiaries; while among the disadvantages were mentioned the disarticulation of the technical team and the eventual lack of resources to implement the programme.
