This study discusses the circumstances within the water sector that led to reform. It also explores the political circumstances that explain why privatisation of the water system did not take place and discusses the reforms that did take place. Finally, it compares the welfare effects of the reforms with those of the concession. The paper concludes with a discussion of the remaining problems and the implications of the Lima case for policy proposals.
