This research seeks to analyze the elaboration process of the Regional Food Security Strategy (ERSA) of Puno, as well as its formal content, in order to contrast it with the Voluntary Guidelines. This analysis is highly relevant in the specific case of Puno, a highland region of Peru, which presents worrying indicators of food insecurity despite its productive potential. In this sense, the objective of the research is to review the regional public policy-making process, taking into consideration the participation and incorporation of social actors and their agendas. To this end, the formal content of the ERSA is analyzed and compared with the Voluntary Guidelines in terms of sustainable development for family farming, education and awareness-raising programs for producers on the right to food, food security and nutrition, especially for families engaged in agricultural work, and improvement of conditions for the practice of family farming.
