The construction of water infrastructure by itself does not solve the problem of water stress and scarcity in territories with large-scale mining and can generate unwanted collateral effects such as increases, conflicts and disputes in access to water. Based on the evidence from the cases of La Guajira in Colombia and Espinar in Peru, this document recommends that the construction of infrastructure should respond to better forms of plural governance of water where its construction and management respond to the multiple needs of the territory and its population, and it must promote spaces for participation and local decision-making in which the management and associated local knowledge that support the infrastructures are taken into account.
