The data compilation, undertook by the authors, makes it possible, on the one hand, to reconstruct the events and institutional processes through which the dismantling of the reforms promoted during the 2014–2022 period was conceived and implemented; and, on the other hand, to identify the key actors and their public actions in the context of the enactment of the new regulations that are transforming Peru’s higher education system.
