This study analyzes national policies to guarantee the right to food of vulnerable groups in Peru. This is based on the Voluntary Guidelines to Support the Progressive Realization of the Right to Adequate Food in the Context of National Food Security (hereinafter “Voluntary Guidelines”), and Inter-American standards on economic, social and cultural rights. The research is developed in three chapters. The first is based on the international normative framework, and proposes indicators of satisfaction of the Voluntary Guidelines, aimed at guaranteeing the right to food for groups in situations of vulnerability in a complementary manner to the inter-American and universal standards on economic, social and cultural rights. The second section develops a general contextual framework of the right to food in Peru and defines groups in situations of vulnerability. Finally, the third section contrasts national policies and norms aimed at guaranteeing the right to food for vulnerable groups with the standards developed.
