This article is divided into three sections. The first section summarizes the main agricultural policies implemented since the beginning of the liberalization program. The second section describes the performance of the agricultural sector during 1992, showing the worrisome situation of the sector, regardless of the indicator chosen. Then, in the same section, the conceptual framework of market failures is used to describe the evolution of structural reforms and to evaluate the need to complement them in order to overcome the stagnation of the agricultural sector. Finally, the third section presents the conclusions of this paper and outlines some policy recommendations.
