The Peruvian institutional response to Venezuelan migration The main objective of the analysis of the impacts of Venezuelan migration in Peru is to identify the main social, sectoral and economic impacts of Venezuelan migration in Peru, as well as to provide programmatic and policy recommendations for the management of this phenomenon in the short and medium term, based on international best practices.
In this context, the World Bank has requested a consultancy on institutional impacts, which should establish:
a. The demands of Venezuelan migration to the Peruvian institutional apparatus for the purposes of coordinating inter-institutional services to both migrants and receiving communities, as well as efforts by cooperators, both in the short and medium term;
b. The institutional capacities required to respond to the needs of migrants and receiving communities, both in the short and medium term;
c. The necessary and adequate accountability structure at the national, departmental and municipal levels that ensures the adequate provision of services in response to the migration phenomenon;
d. The connection that said coordination system must have with other levels of government including the regional level (with other countries in the region hosting Venezuelan migrants) and at the sub-national level (including departments, municipalities, and districts) for the implementation of actions aimed at mitigating the effects of migration in the short and medium term;
e. Institutionality in the provision of services such as health, education, employment, access to public services -among others, impacted by migration;
f. The institutional models (national or international) on which the necessary structure can be based to respond to the migratory phenomenon in Peru, containing the characteristics and functions described in previous paragraphs;
g. The programmatic and policy priorities to carry out the institutional vision proposed in the analysis of the previous points. The product of this consultancy will be a short policy note (of no more than 7 pages) that covers the above topics to be developed together with Jorge E. Vargas, consultant in the public sector. The policy note will be a key input for the Analysis of the Impacts of Venezuelan Migration in Peru and will serve to inform discussions with the government on the subject.
