Presentation
The study involves the development of methodological guidelines and tools for conducting long-term ex post evaluations of investment programs and projects (IPs), predominantly in the operation phase of the Invierte.pe investment cycle. This requires characterizing the long-term ex post evaluation for its appropriate implementation in the operation phase within the framework of the National System of Multiannual Programming and Investment Management – Invierte.pe, including a detailed description of: conceptual framework, scopes, models and methods, guidelines, procedures, governance aspects, project typology, evaluability criteria, and minimum contents of the final evaluation report. The methodological guidelines and instruments developed will be applied to two case studies and will be validated and socialized in workshops with representatives and officials of sectors involved in the evaluation topic, which will contribute to design, conduct and replicate better ex-post evaluations.
