The study aims to evaluate the effectiveness of the Seguro Integral de Salud (SIS) in improving the access of pregnant mothers to assisted delivery, particularly the poorest mothers (equity effects on access). At the same time, the study assesses the role of non-economic barriers to access to health care that the SIS is not currently considering in its expansion strategy. The principal factors to be included in the analysis are: geographic isolation, ethnicity, cultural practices and bargaining power within the household. We use the Demographic Health Survey from 2004 to model the choice of the place where the pregnant mother decides to deliver.
