Impact assessment of the Fe y Alegría schools in Peru

During several decades, Fe y Alegría has been considered a successful model for popular sectors in Latin-America. The model is based on a non-for-profit private management under an agreement with the State that provides, among others, teachers and textbooks. However, there is no rigorous evaluation to enable estimating the impact of this model on students’ performance. This study seeks to estimate such impact through: (i) a secondary analysis of the census evaluation results in Peru (in the second grade in reading comprehension and mathematics), comparing the performance of Fe y Alegría students with their peers in other types of schools, and (ii) a comparison of the performance of Fe y Alegría students that were benefitted by a draw that enabled them to enter one of these schools versus their peers that had to look for other alternatives. The above census evaluation will be used as learning measure. Finally, a description of the school infrastructure and pedagogical conditions and availability of resources will be made of the Fe y Alegría schools as compared with public schools that have no agreement with and external entity.
