“The Ministry of Agriculture was told that a fourth purchase was no longer necessary. The most important reason is that there is already enough urea this year. There is a fairly significant private sector import. The problem is one of prices, not quantities. What the government should have done is to generate some kind of descount voucher so that producers to buy urea in commercial stores at reasonable prices”.
